Definitely this year is not the year for cleavage. Lots of designers seem to have made an agreement to introduce this garment, that we rarely see.
This item is strapless top around the breast, that consists in a band of fabric fitting all around the bust.
This is a very summery item as it leaves your belly uncovered.

I don't really know from when is it from, but I assure you that this concept is not new at all. This band was worn in the late 15th Century (1470) of course they had fabrics on top of it as the times asked for a restrictive costume.

Then the 70's took it back but this time to show all its magnificence, no garments were mandatory on top of it. From that decade every now and then it comes and it goes.
I would advise you to wear it with a shirt or a jacket (always open), since you might feel uncomfortable if you have to seat.

In 1990 This garment covering just the breast, did a huge come back, however most of the time It did had straps, so I would not call it "bandeau", anyways it this trend had a huge impact that lasts nowadays.

When seeing this post you might recall the sport wear, this top that we all have used to do step/yoga/aerobic/pilates... Well, yes indeed you can wear it with a sporty look, why not? as long as you make sure that it has a city hint, it will look fine.
